ok runner caught between 1st and 2nd, 1st baseman throws the ball while following the runner. the runner turns and runs into the 1st baseman. what is the machinics for this? delayed dead ball with arm out or automatic obstruction call and award 2nd base. LL rules

Under "OBR-based" rules (such as LL) the proper mechanic is:

"TIME! (both hands raised) That's Obstruction! (pointing more or less at where the collision occurred) You, 2nd base! (pointing first at the obstructed runner, then 2B)."
