And even in Travel Ball, having a kid in that program, I can tell you that catchers the 10-11 division, right up to the state champion teams, cannot defend 2nd base with any regularity. 12U are somewhat better.

If you allow leadoffs/steals in majors, you might as well just give free passes to all base runners to 3B. A 70 foot baselline would hardly even up the situaiton: a runner could get well beyond 10' by the time the ball reaches the batter.

This is one of the most painful aspects of regular season LL baseball, the endless steals on passed balls, the airmailed throws to CF. I'm all for raising expectations, but the 46/60 with no leadoffs works just fine the way it is for 99% of the games in the country. Sure, the national champion teams can do better.

As others have said, LL has been experimenting with a 50/70 division for the last couple of years, and they have even expanded it to include a tournament all the way to the World Series. I believe the age groups included are 11-13.

Cost is absolutely the biggest factor in making the change. Our league has one field that is cabable of handling a 50 foot rubber and 70 foot bases. While the pitching distance isn't a big cost (just use portable mounds), expanding the bases requires, in many cases, an expensive retrofit of the entire infield. In our case, the one field that already has the 70 foot posts is exactly 199 feet to dead center. WAY too small for this age group.

Also, besides the cost, we don't own our fields - the city does. Yet another barrier. Not saying it can't be done, but it's not as easy as just organizing a new division and getting families to sign up.

As far as I can see it, there's only one rule that can possibly apply here, 7.09(e), which would clearly give you an out on R1 if invoked.

Either there's INT, in which case the runner is out, or there's no INT, in which case the runner is safe at 2nd. In neither case does the runner go back to 1st. Am I missing something?
No, you're not missing a thing. However, the catcher made the mistake of NOT throwing the ball. Had he thrown the ball, it would have been a clear case of INT and R1 would be called out, because the batter already STRUCK OUT. You cannot call the same player out twice. The batter K's, and due to the batter's INT, R1 is called out for that. They mucked that up pretty good.
