Agree 1000% with both of these. The manuals really don't cover F3 and R1 15 feet away from the bag, but that is a legitimate "purpose of making a play" for me and I will always call it this way...

The ball is "delayed dead" or "immediately dead" at the moment the balk occurs, regardless of when the umpire calls it.
