What constitutes a bunt attempt? Bat over the plate but no movement considered as no attempt?

Holding the bat over the plate is not necessarily an attempt. It must be an attempt to hit the ball.

Both the LL Baseball/Softball and ASA Softball rule books state that the mere holding of the bat over the plate is not an attempt.
I am pretty sure that this is the same in OBR as well, since a bunt is the intentional tapping of the ball with the bat.
One must move the bat towards the ball.
FED softball changed this to require the batter to pull the bat back to avoid having a strike called.
Which may case some trouble in NYC HS games, since we use the ASA rulebook as opposed to the FED.

The definition of what constitutes a bunt is a batted ball not swung at, but intentionally met with the bat and tapped slowly with in the infield
Intent is a factor in determing whether a pitch was bunted or not. Intent and not the position of the hands on the bat define and attempt to bunt.
Key terms/concepts in helping define a bunt are: not swung at, intentionall met and tapped slowly.
