FED Situation: Batter attempts a drag bunt. His momentum is moving toward the 1st base line when the batter realizes the pitch is inside and would be a ball. He pulls back his bat and does not offer at the pitch.
He twists to avoid being HBP (acting job or not I know not) but does get struck "because" his momentum had by then carried him over the plate and clearly into the path of the inside pitch.
Although the batter had twisted to avoid HBP, I felt that by moving across the plate he had "allowed" himself to be hit by the ball because his momentum carried him across the plate and into the path of the ball.
I'm a little confused because at one point you said the pitch would have been a ball and at another point you say he was only hit because his momentum took him over the plate.
I think the rule is pretty simple here: He attempted to get out of the way so the only thing that matters is whether the ball was in the strike zone when it hit him.
If it was: Strike.
If it wasn't: Take your base

The inside pitch was a ball, it was the batter's momentum that carried him into the path of the ball. I know that this has been makes the call easier this year with the 8-1-1d1 clarification.
I believe my question is when do you say the batter permits the pitched ball to hit him?
The inside pitch was a ball...
I think that's your answer.
The pitch was outside of the strikezone and the batter attempted to get out of the way.
Dead ball.
Award first base.
No other runners advance unless forced.
Permitting a pitch to hit him means no attempt to avoid getting hit. And, I think you have to give the benefit of the doubt to the batter on this rule and it would have to be pretty obvious that he made no attempt before you'd call it that way.

Check the Case Book under 7.3.4
So the question is now, what would you have called the pitch?
Was it a Strike on the inside or a Ball inside off the plate?
If you would have called the pitch a Ball, he is awarded 1B.

A batter not making an attempt to avoid a pitch is pretty obvious since they generally won't move a muscle, and the penalty for someone with INTENT to get hit by the pitch is to call it what it is, and keep him in the box.

I wasn't referring to what is said - only the status of the ball.
That's why it's not in quotes :-)
