had the following sit. last weekend.
Team X bats out of order. (home)scorer yells to PU "blue, the guy on 1st batted out of order !". Coach from Team Z hears that and whants to appeal.
is the appeal still upheald ?
what if a fan did this ?

More on A... This is why I always have a 10-second chat with the scorekeeper before the plate meeting, stressing their silence when they detect a BOOT. If I've done this, and they still announce it, they get to go home. If I haven't, then (s)he gets a much-longer-than-10 second warning on how it would not be in his/her best interest to do that again.
As far as a fan doing this, you have no control.

You do not specify whether the "home-scorer" is from Team X or Y. It makes a difference.
Once an improper batter has completed his at-bat only the defense may appeal BOO. So if the the "home-scorer" is from Team Y you can regard that as a proper appeal and enforce the penalty. If the the "home-scorer" is from Team X you must ignore him, or go over to him and tell him and his HC that only the defense may appeal this BOO, and instructehm to stay silent as the situation can not be changed.
If the defense sees a BOO, they are completely within their rights to ignore it if they believe the outcome of the BOO might benefit them. However, if the offense tips them off, they have every right to take the hint and make the appeal.

Fans are not part of the game. Anything fans say means nothing to you. The defense, on the other hand, can take the fan's advice and make a proper appeal.
