I am studying for the fed test. I noticed that if all the fielders are not on the field then the penalty is an illegal pitch. With runners on, the illegal pitch would be a balk correct? There was nothing stated as to the penalty if runners were on. I assumed this is the case. It was listed in my new fed case book plays.

An illegal pitch w/ runners is a balk. Where did you see that "if all the fielders are not on the field" line?

I think he's referring to 1-1-4. (2-18 says it's a balk if there are runnner(s) on.)

I read it in the 2009 High School Baseball Rules by topic. It was one of the books they gave us at my association to study for the test.
It was on page 75. It reads-
Topic:
Position of the Fielders
At the time of the pitch, all fielders shall be on fairground except the catcher who shall be in the catcher’s box. A fielder is in fair ground when at least one foot is touching fairground (1-1-4). The penalty for this is an illegal pitch.

Did I miss read this? Everyone seemed to question it like it was not true. If the book it wrong or I have misread this please straighten me up.
