Unfortunately, movement in my association is based SOLELY on ratings given by coaches. The ratings make no sense whatsoever. There are some in the top 5 who are downright horrible, and some in the lowest 20% that are without a doubt playoff umpires. Ratings are a function of schedule rather than ability.

Im with you, I don't like the rating by coaches... you have a game where maybe the home team loses but you called a good game, they can screw you big time. Or you can be a bad umpire but the coaches like you, they will give you a good rating.

I'm not sure what the best way is for evaluations, We use the arbiter and rate our partner after every game.

We have no formal evaluations or ratings. The closest we come to that is that each school can submit a list of up to 25 preferred umpires and then the assignor can use those lists to assign games.
Your best bet is to make yourself known to the powers that be.

In our area, we go by the recommendations of a team of highly-qualified umpires (who are also our clinic instructors) who have the job of working with and evaluating anyone who needs to be evaluated. Peer evaluations carry some weight and coach evaluations are looked at but not given much weight. If an umpire gets recommended for evaluation (+ or -) from another umpire or gets repeated complaints from coaches, we will move that umpire up the list of guys to be evaluated soon so that he can be reclassified if necessary.

My association uses the X evaluation system...
Translated: no one knows what evaluation system, other than the standard "good ol' boy network" system is in use..

The seven members of our B.O.D. rates each of our umpires every year.
It is done on a 1-5 scale, and all ratings are added, and then divided by the number of ratings. No board member rates an umpire unless he has either worked with or evaluated the umpire. Association rating figures into
the State's new algebraic formula of state ratings.

This takes a little explaining so bear with me. Here in Illinois, there are three tiers of umpires in the IHSA's eyes, Registered, Recognized and Certified. Certified is the highest.
Each association has what is called the 15 list. In my association, all umpires, who are eligible, are rank ordered (1-20) for the top 15 list by the association's certified officials in that sport. Each official is given points for where they are ranked at by each Certified official (i.e. 1 is worth 20 points, 2 is worth 19, 3=18, etc. through 20th spot) Certified officials are not allowed to vote for themselves. The 15 guys with the highest scores are the association's top 15 for that sport which is then submitted to the IHSA for calculation into their "power rating" system which determines post season assignments.
Yes, it's complicated and not too many people really fully understand it, but they say it works.
