Runner stealing 2nd base slides in a dislodges ball from 2nd baseman. With runner standing on fielders foot in the middle of the bag, fielder picks up ball and tags runner with the ball. IS THE RUNNER SAFE OR OUT ?Can't find a ruling.

Does anybody have a ruling or a better answer than electricity. I would find it hard to explain to a coach "have you ever heard of electricity". I hate to think of the rating I would get with that answer. :?

It is impossible for a rulebook to cover every single possibility that might happen on the field. Think about the rules that are already there. You have use the rule book as a toolkit to figure things out. Sometimes you have to put more than one rule together to make it work.

You have a situation where the runner is being prevented from reaching the base by a fielder. We call the obstruction. However, it would not be obstruction if the fielder has the ball because the usoing a foot is a normal way fielders block runners from reaching a base (if they have the ball). You say the ball was dislodged, so it sounds like the fielder did not have the ball. The fielder may go after the ball, but he must get out of the runner's way. i.e. move his foot.

Put those ideas together and use your judgment and come up with a ruling you can defend.
