False. The batter cannot cause a balk. If the batter steps out while the pitcher is in his motion he has violated a rule. The pitcher also violated a rule by not delivering the pitch. The umpire shall call time and have the pitcher and batter start over. This is a called a "scratch."

See 6.02b comment

The pitcher should continue his pitch and the umpire would call it a strike wherever the pitch was.
