B1 hits a ground ball to F6, who throws to F3 for the put out. During the play B1 and F3 get their feet tangled and F3 twist his ankle. The coach comes out to attend to the injured player. While attended to the injured player, his assistant coach comes out to talk to the pitcher.
: Is this legal ?
Would this be a charged visit?

I love how Fed won't allow the coach attending to the injured player to do anything but be there for the injury, but allow another coach to speak to other players. It's not like telling a kid "You've got two outs; take it slow on the pitching, and only throw strikes" while he's walking off the injury or catching his breath is making the injury visit any longer.

If coaching were allowed during an injury visit, pitchers in trouble would begin having more injuries.

What's the difference between directly talking to the pitcher who is "hurt" than talking to another fielder, who then relays the message to the pitcher after the injury check is complete?

I don't have rules references where I am right now, so I'm not sure about all rule sets. But I know that LL rules specify that anytime a DC calls for time and addresses a defensive player, the pitcher is charged with a visit. I would use the same logic to address your question above.
ADDED ON EDIT:
Here's the comment from OBR 8.06 about trips to the mound:
"Any attempt to evade or circumvent this rule by the manager or coach going to the catcher or an infielder and then that player going to the mound to confer with the pitcher shall constitute a trip to the mound."
