Could someone explain the ruling when a batter uses an illegal bat & when a fielder uses an illegal mitt.
Example #1:
Batter hits into a double play, but the runner from third scores on the play. What would be the proper ruling?
Example #2:
Fielder catches a flyball, runner on third tags & scores. What would be the proper ruling?

If you're talking FED (i.e. High School) rules....
Play 1: The defense has the option of letting the play stand or having the "illegal bat penalty" applied. If they choose the penalty, the batter will be out and any other runners on the play will be returned to their TOP base.
7-4-1(a) and 7.4.1D
Play 2: In this case, the offense has the option of taking the play or having the "illegal glove penalty" applied. (1-5-7). In the case of a fielder touching an untouched fair batted ball with an illegal glove, the award is 3 bases from the TOP base for all runners, including the BR. 8-3-3(b).
OBR rules are a little different. OBR makes a distinction between illegal (i.e., "out of spec") bats and "illegally altered" bats (intentionally modified - like a "corked" bat or something). If a player is discovered to have used an illegal bat, the play stands and the bat is removed.
If a player is discovered to have used an illegally altered bat, he is out and ejected, any other outs recorded on the play stand, and any advances are nullified and runners returned to their TOP base. 6.06(d).
If a player is discovered to have used an illegal glove or mitt, the play stands and the glove/mitt is removed.

Here is a question:
B1 hits a line drive to F4. At the end of the play, it is discovered that B1 has used an illegal bat and F4 has an illegal glove. What would the ruling be?

I'd have the batter out, and have F4 replace his glove.

Call the batter out. His illegal piece of equipment was used first. Tell F4 to get a new glove.
Or, call the batter out as he messed up twice (illegal bat and lined out). F4 only messed up once.
Or, give the batter a new bat, F4 a new glove, tell F1 to throw the same pitch in the same location, and try again. :)

I agree with the first one being the right call to be made on the batter and fielder. Second one that was funny.

If I'm not mistaken (and I could be), MLB added the "soft" illegal bat penalty responding to the Pine Tar Incident starring George Brett, Goose Gossage and Billy Martin as the Beaver.

Dash I believe you are correct on this one the Pine Tar Incident. If that happened today that play would stand and the player would be ejected. The bat would be removed from the game.
In the 2010 MLBUM it could not be found. But in the 2009 manual 2.6 Pine Tar On Bat states the 18-inch rule pertaining to use of pine tar applies, but violation of the 18-inch rule will not be cause for ejection or suspension.
