2002 ABUA MEMBERS TEST

NFHS BASEBALL RULES

1.         Jones shows up to play the varsity game having left his uniform at home.  The only one available is a JV travel uniform.  U1 correctly does not allow Jones to play in that uniform.

            A.        True                            (B).      False

2.         As F1 takes his warm-up pitches, the opposing team's coach detects that he is wearing (1) a white sleeved undershirt, (2) a multi-colored glove, (3) sweat bands on the wrist, and/or (4) an exposed gray batting glove under the pitching glove.  Which of the above equipment must be removed even if the umpire judges that it is not distracting?

            A.        All of the equipment.

            B.        None of the equipment.

            C.        1 & 2

            D.        3 & 4

3.         Upon arriving at the game in the third inning, a photographer is told that no designated media area exists from which to take photographs.  The option available to the photographer is:

            A.        Shoot the pictures in foul territory beyond 1st base.

            B.        Have the umpire designate a media area.

            C.        Have the home team designate a media area.

            D.        Shoot the pictures only from a dead ball area.

4.         When a fielder touches a ball with an illegal glove/mitt, the ball is dead immediately.

            A.        True                            (B).      False

5.         With R1 at second base and a count of 3-1, B2 lifts a high fly which is caught with an illegal glove by F5 in foul territory.  R1 stays at second base on the play.  Not electing to take the result of the play, the coach for the offense wants the award for using an illegal glove.  U1 will:

            A.        Place B2 at second and R1 at third.

            B.        Place B2 at third and score R1.

            C.        Nullify the catch, keep R1 at second, declare a count of 3-2 on B2.

            D.        Eject F5, keep R1 at second, keep B2 at bat with a 3-1 count.

6.         With a count of 2-0, the catcher wants to put the batter on first.  U1 will:

            A.        Ignore the request since it was made after the first pitch to the batter.

            B.        Award the batter first base.

            C.        Require the pitcher to throw two more "balls."

            D.        Insist that the defensive coach make the request.

7.         With R2 at second base representing the winning run, the defensive coach requests that B3 be given an intentional base on balls to set up a double play.  As B3 trots to first, R2 steals third and then comes home to score the winning run as the throw to third sails into the stands.  U1 will:

            A.        Head for the parking lot; the game is over.

            B.        Award R2 home and B3 second on the overthrow to the stands.

            C.        Keep R2 at third and B3 at first.

            D.        Since the ball is dead during the intentional base-on-balls to B3, keep R2 at second.  The game continues.

8.         U2, attempting to get out of the way, is grazed by a slicing line drive while standing in fair territory behind F3.  The flight of the ball is not altered and the ball first contacts the ground in foul territory where it subsequently rolls into the designated media area.  The correct ruling is:

            A.        Fair ball which stays in play, batter advances at own risk.

            B.        Foul ball.  Ball is dead.

            C.        Fair ball.  Ball is dead because of the contact with U2.  The batter is awarded first base.

            D.        Fair ball.  Ball is dead because it entered the media area.  The batter is awarded second base.

9.         The batter hits a foul fly ball near a dugout where the catcher makes a catch with one foot in the dugout and one foot on the field.  The correct ruling is:

            A.        Just a foul ball.

            B.        Legal catch, ball stays in play.

            C.        Legal catch, ball is dead with each runner awarded a one-base advance.

            D.        Legal catch, ball is dead with each runner awarded a two-base advance.

10.       The ball stays alive and in play on a foul tip.

            A.        True                            (B).      False

11.       A runner advancing on a dropped infield fly may be forced out.

            A.        True                            (B).      False

12.       Expecting a close play at first, U2 settles in to call the "banger" when the throw gets past F3.  B1 touches first and decides to try for second.  Catching U2 by surprise B1 runs into him, is slowed up, and is subsequently tagged out.  U2 should:

            A.        Let the out on B1 stand.  There was no umpire interference.

            B.        Apologize to the coach and offer to make-up a call later.

            C.        Rule umpire interference and place B1 at first.

            D.        Rule umpire interference and place B1 at second.

13.       An illegal substitute is a player who attempts to enter/re-enter the game and is:

            A.        A starter who re-enters the game in a different position in the batting order.

            B.        A substitute who had been removed from the game once already.

            C.        A player who was ejected for profanity.

            D.        All of the above.

14.       With one out and R1 on first, Team A's B4 is at the plate with a 3-2 count.  On the pitch, R1 attempts to steal second.  B4 swings and misses the pitch.  F2's throw is in time to put out R1.  Before the first pitch in the next half inning, the coach of Team A informs U1 that Team's B second baseman, who tagged out R1, is an illegal substitute.  U1 will:

            A.        Nullify the out by Team A's R1 and put R1 back at first.  Put Team B back on the field on defense.

            B.        Tell the coach of Team B it is too late to change the play that ended the previous half inning.

            C.        Cancel the strike on B4 and allow him to bat again with a 3-2 count.

            D.        Both A & C are correct.

15.       Campbell, who was ejected earlier in the game, goes in to play shortstop in the sixth inning.  With runners on the corners and no outs, Campbell makes a spectacular play to turn a double play.  Before the next pitch, the offensive team's coach discovers that Campbell is in the game.  U1 will:

            A.        Automatically eject the defensive coach and replace Campbell.

            B.        Allow the play to stand and have Campbell replaced.

            C.        Replace Campbell, put the runners back, and have the batter bat again with the same count as before the double play.

            D.        Allow the offense the option of either B or C.

16.       In the third inning Davis, the starting pitcher, strains a muscle and is replaced by relief pitcher S1.  Since S1 had not had a chance to get warm, U1 allowed him to take 12 warm-up pitches.  In the sixth inning Davis feels fine and his coach wants to put him back in the game.  U1 correctly rules:

            A.        Davis cannot re-enter the game.

            B.        Davis can re-enter the game and play any position including the pitcher.

            C.        Davis can re-enter but not as the pitcher.

            D.        Davis can re-enter only if he pitches.

17.       The blood rule does not apply to an adult coach who occupies a coach's box.

            A.        True                            (B).      False

18.       In the bottom of the seventh, with two outs and the home team behind by one run, Davis triples.  As he touches third and takes a few steps toward home, his feet go out from under him.  His third base coach instinctively helps him break his fall.  At the time the ball was being thrown in from the outfield with no attempted play at third.  U1 will:

            A.        Rule a delayed dead ball.

            B.        Declare Davis out.

            C.        The ball game is over.

            D.        All of the above.

19.       U2, distracted by scenery in the stands, does not react to an attempted steal of second.  He is hit by the catcher's throw which is deflected into right field allowing the runner to move to third base.  Upon recovery U2 will:

            A.        Declare the ball dead and place the runner back at first base.

            B.        Declare the ball dead and award the runner second.

            C.        Allow the play to stand since the ball stayed in play.

            D.        Call out the runner as he was going to be out.

20.       A coach restricted to the dugout may return to coach on the field if the game goes into extra innings.

            A.        True                            (B).      False

21.       A charged conference is not assessed when:

            A.        The pitcher and first baseman confer.

            B.        The coach changes his pitcher after telling the umpire of his intention.

            C.        The coach attends to an injured fielder.

            D.        All of the above.

22.       Team A's home field has a deep, 430', center field with a permanent opening in dead center field fence.  Because of the distance the home team has a ground rule that any batted ball going into that opening shall result in a 3 base award instead of a 2 base award.  U1 :

            A.        Will allow the home field ground rule if the visiting team agrees.

            B.        Will decide what is a fair ground rule if the teams do not agree.

            C.        Disallow the ground rule because a ground rule cannot supersede a book rule.

            D.        Will allow the rule as long as it is announced prior to the start of the game.  After all it is Team A's home field.

The following situation pertains to Questions 23 &24:

Because of injury and with no substitutes available, Team A is forced to play with eight players.  In the last inning several varsity players arrive having completed some exams.  They were not listed on the original line-up card.

23.       U1 will correctly allow Team A's coach to use one of the players as the ninth player.

            A.        True                            (B).      False

24.       U1 will correctly allow anyone of the just arrived players to be able to substitute for one of the remaining eight players currently in the game.

            A.        True                            (B).      False

25.       The ball remains alive and in play when:

            A.        With a runner on base the catcher, in throwing the ball back to the pitcher, accidentally hits the batter's bat.

            B.        The umpire gives the "Do Not Pitch" signal.

            C.        The pitch lodges in the umpire's ball bag.

            D.        The batter enters the batter's box with an illegal bat.

26.       With a runner at first, F2 uses his mask to stop a wild pitch which had rolled away from him.  The runner was unable to advance to second base.  U1 will:

            A.        Tell the catcher he made a "good play."

            B.        Declare a delayed dead ball.

            C.        Award the runner third base.

            D.        Both B & C.

27.       With R1 on first base and one out, B3 bunts a pop fly to F3.  F3 intentionally drops the ball.  U1 will:

            A.        Declare the ball immediately dead.

            B.        Call B3 out.

            C.        Return R1 to first base.

            D.        All of the above.

28.       With one out, R3 attempts to steal home.  The pitcher legally steps back from the rubber and throws home.  The batter then hits the "throw" for a single.  U1 correctly declares:

            A.        A delayed dead ball.

            B.        An immediate dead ball.

29.       With runners at first and second and clearly not attempting to move, the pitcher while in the set position may legally feint to:

            A.        First base.

            B.        Second base.

            C.        Third base.

            D.        All of the above.

30.       Game tied, two outs, runners at second and third.  The batter has a 3-2 count in the bottom of the seventh.  The pitcher, noticing that the runners are stealing, hurries his move but manages to change his direction of motion (even though he does not come to a complete stop).  The batter swings for strike 3 at a high and outside pitch.  With everyone offering advice U1 will:

            A.        Award the batter a ball for the illegal pitch and place him on first base.

            B.        Rule the batter swung at strike three, the inning is over.

            C.        Declare a balk and a dead ball.  The strike does not count and the run scores.  The game is over.

            D.        Ask to see a video replay of the pitcher's move.

31.       Which of the following acts are a balk?

            A.        Delivering a pitch, while in the set position, without having the entire non-pivot foot pass behind the back edge of the pitcher's plate.

            B.        Delivering a pitch with a skin colored band-aid on the pitching index finger.

            C.        Both A & B are balks.

            D.        Neither A & B are balks.

32.       Unreported substitute S1 takes B3's place at bat.  Following a double play by S1, but before the next pitch, the defense appeals the batting order.  Being on top of the situation, U1 will properly rule:

            A.        B3 is out because of batting out of order, S1 is ejected.  B4 will be the proper batter the next time the team comes to bat.

            B.        S1 is out, other runners return, and B4 now bats.

            C.        When S1 took his place in the batting box and the ball was made alive, he was a legal substitute.  The play stands; B3 has been out of the game once.

            D.        Deny the appeal as only the offense can appeal batting out of order.

33.       With R2 at second base, F5 drops a foul fly ball when he accidentally runs into the third base coach who had been careful to stay in the coach's box.  The correct ruling is:

            A.        Dead ball, the batter is out, R2 returns to second.

            B.        Dead ball, R2 is out, batter bats again.

            C.        Foul ball.

            D.        Award the batter first and R2 third.

34.       R1 is at second with one out when B4 bats in the place of B3.  B4 singles and R1 is thrown out at home.  Before the next pitch the defense appeals, saying B3 should have batted.  U1 will:

            A.        Call B3 out and return R1 to second base.

            B.        Call B3 out, let R1's out stand.  The inning is over.

            C.        Call B4 out and return R1 to second base.

            D.        Call B4 out and let R1's out stand.  B5 will bat first in the next inning.

35.       By mistake B2 bats in B4's place and singles.  B4 now bats and with a count of 1-1 the defense appeals the batting order.  The proper batter should be:

            A.        B4, the appeal is in error.

            B.        B5 with a new count.

            C.        B5 with a count of 1-1.

            D.        B3 with a count of 1-1.

36.       With one out, R2 on second and B3 at bat, R2 attempts to steal third.  In the process, B3 batting right handed, looks at the pitch and simply stands his ground, making no attempt to get out of the batter's box.  As a result F2 cannot make a play on R2.  U1 will rule:

            A.        B3 is out and R2 must return to second.

            B.        R2 is out and B3 stays at bat.

            C.        There is no interference by B3.  The play stands.

            D.        Catcher obstruction.  B3 is awarded first base.

37.       Runners are on the corners (first and third) with one out.  On the pitch R3 attempts to steal second and is safe.  R1, on the throw to second, attempts to steal home.  B4 makes no attempt to move.  The catcher's tag on R1 is too late for the out.  U1 will rule;

            A.        The play is legal and it stands.

            B.        R1 is out for B4's interference.  R3 stays at second.

            C.        B4 is out for interference.  R3 stays at second.

            D.        R1 is out for B4's interference.  R3 is returned to first.

38.       A runner will not be called out when he/she:

            A.        Dives over a fielder who has the ball and is waiting to make the tag.

            B.        Hurdles a fielder who is on his knees.

            C.        Hurdles a fielder who is lying prone on the ground.

            D.        Dives over a fielder who is lying prone on the ground.

39.       F1 fields a chopped batted ball and overthrows first base resulting in the ball entering the dugout.  The batter had not yet left the batter’s box.  The batter will be awarded:

            A.        Need additional information to be able to place the runner.

            B.        First base.

            C.        Second base.

            D.        Third base.

40.       With two out and R3 on second base, B4 hits a pop fly to F6.  While moving underneath the ball, F6 enters R3's basepath.  As R3 starts to go behind F6, the wind blows the ball behind F6.  As F6 backs up he is bumped by R3 and, as a result, drops the ball.  This is correctly ruled interference.

            A.        True                            (B).      False

41.       With R1 on first, B2 gets a base hit to the outfield.  R1 is not quite yet at second, and B2 has just touched first when F9 throws wildly to third which enters a dead ball area.  The correct placement of the runners is:

            A.        R1 gets home, B2 gets third.

            B.        R1 gets second, B2 gets first.

            C.        R1 gets home, B2 gets second.

            D.        R1 gets third, B2 gets second.

42.       B2 hits a sharp grounder to F6 who throws to first just a little late.  B2, running hard, runs through first base and, without feinting or attempting to advance, turns and walks back to first base in fair territory.  F3 then tags B2 for the called out.  U2 made the correct call.

            A.        True                            (B).      False

43.       With R2 at second and R1 at first, B3 grounds to the shortstop.  F6 bobbles the ball, fakes a throw to third and then throws to first which sails into the stands.  At the time of the throw both runners had advanced to the next base, but B3 had not yet made first.  The correct placement of the runners is :

            A.        Award B3 second, score both R2 and R1.

            B.        Award B3 first, R2 third, and R1 second.

            C.        Award B3 second, R2 home, and R1 third.

            D.        Award B3 first, R2 home, and R1 third.

44.       With R1 on third base and R2 on second base and one out, B4 attempts to bunt and is interfered with by F2.  R2 was stealing on the pitch, but R1 stayed at third.  B4 is thrown out at first and F3 then throws to third where R2 is tagged out when he and R1 are both standing on the base.  Wondering why you ever took this game you rule:

            A.        Double play, the inning is over.

            B.        Catcher's interference.  B4 is awarded first, R2 returns to second and R1 stays at third.

            C.        Catcher's interference.  B4 is awarded first, R2 is awarded third, and R1 scores because of R2's award.

            D.        The coach has no option in this circumstance.

45.       B1 singles to left field.  As he rounds first, B1 trips over F3 and must scramble back quickly to the base.  U2 correctly rules:

            A.        Obstruction; B1 is awarded first.

            B.        There was no obstruction on the play.

            C.        Obstruction; B1 is awarded second base.

            D.        Interference by B1.  Ball is dead and B1 is out.

46.       A runner is out when:

            A.        He is passed by a following runner.

            B.        He is hit by an infield fly while he is off the base.

            C.        He is accidentally hit by a throw.

            D.        All of the above.

47.       With a runner at third and two outs in the bottom of the seventh of a tied game, the pitcher delivers a 3-1 pitch that bounces (ruled a ball) to the media area.  In the celebration that follows the batter celebrates and then enters the dugout.  U1 calls the batter out and voids the run.  The coach protests that the run should count as the pitch went into a dead ball area and the runner is awarded one base.  Who is correct?

            A.        U1                               (B).      The coach

48.       With runners at second and third and one out, B4 flies to deep center field where F8 makes a great diving catch.  R1, leaves third base before the catch.  R2, at second, tags legally and also scores before F8 recovers.  The defensive coach, after the play is over, appeals R1 leaving early.  U1 declares R1 out and should now:

            A.        Cancel R2's run.

            B.        Score R2.

49.       The umpire-in-chief's duties includes recording:

            A.        Defensive charged conferences.

            B.        All substitutions.

            C.        Team warnings.

            D.        All of the above.

50.       Umpires cannot, by rule, discuss a rule interpretation with each other.

            A.        True                            (B).      False
